New National Scout Organization – “All Russian Scout Association”
IV RAN/S Congress
IV Extraordinary Congress of the Russian Association of Navigators/Scouts (RAN/S) was held on 14 – 16 February 2014 in Moscow at the International Children’s Center in Yasenevo, supported by the Federal Agency “Rosmolodezh”. 51 delegates from 46 Russian regions were attended the Congress. The great work on reorganization of the RAN/S was done. A new edition of the Statute and a number of new regulations were adopted, the structure of the Organization was changed. Actually, a new National Scout Organization – “All Russian Scout Association” (ARSA) was created on 15th of February 2014. The ARSA includes the Russian Association of Navigators/Scouts (RAN/S), the All-Russia National Scout Organization (ARNSO), the National Organization of Scout Movement of Russia (NOSMR), the Brotherhood of Orthodox Scouts (BOS) and the Federation of Scouts of Russia Rangers (FSR).
On February 15, 2014 the ARSA became the National Scout Organization of Russia that is going to represent Russia in the World Organization of Scout Movement (WOSM). The Congress was greeted by Iurie Emilian, the Regional Director of the Eurasia Regional Office of WSB and Victor Deimund, the Vice-Chairman of the Eurasia Scout Region Committee. They congratulated all participants with unification of Russian Scouting and wished good luck on the Scout way.
As a result of the election of the governing bodies of the All Russian Scout Association (ARSA), the Chairman of the National Council (NC), Vladimir Gromov and the Chairman of the Central Executive Committee (CEC), Andrey Emelin, as well as the National Council of the ARSA and Auditing Commission were elected. Before the election hieromonk Dimitri made a prayer calling on the Holy Spirit for a good cause.

In the Auditing Commission of the All Russian Scout Association (ARSA) were elected:
Sergey Letov - Chairman of the Auditing Commission of the ARSA

Irina Ivanova.
At the first meeting the National Council of the ARSA dedicated to establish 13 commissions on various activities of the Central Executive Committee of the ARSA. The Chairman of the Central Executive Committee of the ARSA, Andrei Emelin, started to form the personal structure of the created commissions. Alexander Timakin headed the International Commission.

The working meeting with representatives of the Federal Agency "Rosmolodezh" and the Russian student squads was held during the work of the Congress.
A presentation and discussion of the programs and activities of the ARSA for 2014-2017 was held as well as the tentative work plan for the next four years was formed in the final part of the Congress. The formation of delegations from the Russian Federation for Scout Jamboree of the Eurasia Region in Kazakhstan (20-29 July 2014) and for the World Jamboree of WOSM in Japan (August 2015) have been already started.
The All Russian Scout Association is opened for cooperation with organizations that using in their work the Scout Method; is ready to work with all associations that operating with children and youth, with all public and commercial organizations that sharing the same values and principles.
