Africa Governance

The Africa Scout Region, which fosters the Scout Movement in Sub-Saharan Africa, is governed by the Africa Scout Conference. Underpinning its important work is a regional strategy developed every three years, known as a triennial plan, that is submitted by the Africa Scout Committee with technical support from the World Scout Bureau Africa Support Centre.

This regional plan is adopted at the Africa Scout Conference with the aim of consolidating the gains of Scouting in Africa and addressing fundamental issues on systems, structures, processes, and infrastructure at the national and regional levels.

Africa Scout Conference

As the governing body of the Africa Scout Region, the Africa Scout Conference develops the general policy of the region through resolutions. The conference takes place every three years, where it elects members of the Africa Scout Committee. Each member National Scout Organization can send up to six delegates and a number of observers to the Africa Scout Conference, on agreement with the organising committee.

The Africa Scout Youth Forum is a learning platform and key opportunity to increase youth participation in decision-making processes. It is held alongside the Africa Scout Conference.

Africa Scout Committee 

The Africa Scout Committee is the executive body of the Africa Scout Region. It is comprised of eight elected and two ex-officio members who serves a six-year term. To ensure continuity, four elected members must retire at each Africa Scout Conference and be replaced by four new members. Committee members must be from different countries.

      Youth Advisors

      The Africa Scout Youth Forum elects six Youth Advisors to the Africa Scout Committee for a three-year term. Youth Advisors take part in Africa Scout Committee meetings and help prepare for the next Africa Scout Youth Forum. They must be aged 18-26 at the time of election and represent different countries.

        Workstreams

        Workstreams are headed by members of the Africa Scout Committee with direct support from staff at the World Scout Bureau - Africa Support Centre. Eight workstreams were established for the 2018-2021 triennium to coordinate work in:

        3. Adults in Scouting and Volunteer Support 
        4. Youth Engagement
        5. Communications & External Relations
        6. Governance & NSOs Support
        7. Growth
        8. Resource Mobilisation

        World Scout Bureau Africa Support Centre

        Based on the philosophy of “One World, One Scout Movement”,  and with a number of constitutionally defined functions, the Africa Support Centre acts as the secretariat of the World Organization of the Scout Movement on matters relating to the Africa region. It is headquartered Rowallan National Scout Camp in Nairobi, Kenya, under the leadership of the regional director.

          Five zones

          The Region is split into five sub-regions, known as zones: Eastern Africa Zone, Indian Ocean Zone, Southern Africa Zone, Central Africa Zone and West Africa Zone. Each zone is supported by a zonal desk officer at the World Scout Bureau - Africa Support Centre. They work in tandem with Africa Scout Committee liaison members.
