In my opinion there are some goals for all scouts in the world, based on the wel known thoughts. Like peace, respect, nature etc. But how to get to those goals differ per country and probably per region or group. The problems in India are totaly different then in the Netherlands of South Africa. So you have to create another scouting for that.
That there are similarities is proven on the World Jamborees, but it has also learned me the big differences.
I believe Scouting is already a big succes as beeing the biggest organisation and fullfilling (most) needs in the different countries.
In the Netherlands we have a very traditional image that we want to change to something more modern. But im sure i would me ashamed if I would introduse that scouting to You in India, becouse that modern scouting dous not fit in Your needs. So This is totaly no answer in your question, but it points out that we cannot reach the goal in general (if you want to reach it). In my country we are recognised to be a great youth organisation on some specific fields and that is where we do get our 'rights to exist' from.
