This handbook will enable National Scout Organizations (NSOs) to learn how to develop a National Risk Management Policy, a reference document for the Volunteers and Staff of the NSO which should define their objectives and commitment to risk management. This policy must be understood, implemented and maintained at all levels of the NSO. it should become an integral part of every NSO’s culture, practices and processes.
