Participation will be through teams of five to eight young people with one responsible person per team who must be at least 21 years old. During the Moot the teams will be organized in communities of up to 32 participants.

In an atmosphere of fraternity, world and Panamerican integration, we want to propose to the participating young people: (a) To get informed, sensitize themselves, reflect and act, aiming to achieve a world that is more just, more equitable and supportive; (b) to make a commitment for changing their surroundings and building such world as imagined and wished; (c) to take concrete steps towards the foregoing.

The conceptual frameworks we will use are the UN Millennium Declaration, the Millennium Development Goals and WOSM Scouts of the World Award. Their abstracts are included below:

The Millennium Declaration

On September 2000, 189 member countries of the United Nations system adopted the UN Millennium Declaration: We will spare no efforts to free our fellow men, women and children from the abject and dehumanizing conditions of extreme poverty, to which more than a billion of them are currently subjected... We believe that the central challenge we face today is to ensure that globalization becomes a positive force for all the world's people... For while globalization offers great opportunities,
at present its benefits are very unevenly shared...”

The Millennium Declaration refers to universal values that are shared by the Scout Movement: Freedom, tolerance, equality, solidarity, respect for nature, shared responsibility.

The Scouts of the World Award

The Scouts of the World Award (SW Award) has been launched in order to encourage a stronger involvement of young people in the development of society by making them more aware of the present world issues. It is open to everyone between the ages of 15 and 26 years, regardless of ability, race, faith or location. It concerns global citizenship-preparation for young adults and emphasises three core-themes demanding understanding, skills and knowledge, for life on a small planet: Peace, Environment, and Development.

It attracts, empowers and engages youth in actions of worldly importance. That action is based upon universal values - freedom, tolerance, equality, equality, respect for nature, shared responsibility - respected in any culture and enshrined in the UN’s Millennium Declaration. Scouting has promoted those same values for over 100 years.

PROGRAMME

In the framework of the aforementioned educational proposal, the Moot’s programme is organized in five main areas: Modules, Brotherhood, Our culture, Ceremonies, Spirituality and religious ministry.

The modules part has the main link with the Millennium Development Goals because it is there where we offer the Routes, Community service, the Youth Forum and the Global Development Village. The Art and Culture Fair, The Peoples’ Night, the visit to the city of Cochabamba and Magic Bolivia will promote the encounter of the young people with their culture. The three main ceremonies will be the Opening, the great New Year party and the Closing Ceremony.

The participants will be able to prepare actions in their own countries before arriving in Bolivia. These actions will converge at the Moot, in which activities linked to the proposed educational proposal will be taken and continued after its conclusion. Therefore, the programme has in fact three phases:

Preparation (before the Moot), the meeting (during the Moot) and chain reaction (after the Moot) and three main subjects, the Millennium Declaration Challenges: Environment and nature, Sustainable development and Building a culture of peace.

The Moot programme is geared towards the two senior sections of the Movement: Senior Scouts (Venture) and Rovers. It will accept the participation of Venture Scouts with ages between 15 and 17 years old and Rover Scouts with ages between 18 and 23 years old. There will be common programme modules as well as separate modules for each section.
