Regional Governance Review Task Force

Background
The World Scout Committee formed a Governance Review Task Force (GRTF) in accordance with the 37th World Scout Conference Resolution 7/05. The GRTF mission was to conduct a comprehensive review of the governance of WOSM for the triennium (October 2005- September 2008). However, considering the developments and need of such a body, the World Scout Committee extended the terms of the task force with a revised composition until 2011 World Conference.

Considering the importance, the Asia-Pacific Regional Scout Committee in 2006 formed Regional Governance Review Task Force (RGRTF) to discuss amongst themselves on the issues and give feedback to World Governance Review Task Force (WGRTF) was later given the status of a sub- committee. This task force is also from conference to conference and currently it will continue until 2012, 24th APR Scout Conference in Bangladesh.

Objectives
To study the subject matter in reference to the WOSM constitution and regional issues and submit appropriate recommendations to the Regional Scout Committee and World Governance Review Task Force

Composition
The Regional Scout Committee will appoint 5 members of the RGRTF. They are appointed in a personal capacity among persons with knowledge and experience of WOSM. They are not present members of the Regional Committee. In addition one member is assigned from amongst the RSC members as an ex- officio member. The Task Force will have an extended membership which will include a representative from each NSO as a Co-ordinator.
According to need, the RGRTF is empowered to set up sub- groups and/or draw on specialist expertise, when necessary.

Responsibilities
- “Corporate” governance:

  • World Scout Conference Representation and voting rights
  • Structure and dynamics of the World Scout Committee (regional representation, gender and age balance, democracy effectiveness)
  • Relationships between elected volunteers and the World Scout Bureau

- Equity, sustainability, ethical standards and effectiveness in the financing of Scouting: membership fees and other sources of funds
- “Geo-political” dimensions of Scouting: the political- geographical and cultural references of Member Scout Organizations (UN parameters or autonomous criteria for WOSM membership?)
- International recognition and repositioning of WOSM
- Constitutional Matters

Ways of working
The Regional Governance Review process is intended to be as widely participatory as possible, both through ad- hoc consultation meetings (if possible) and, especially, through the utilization of electronic communication.
The RGRTF will involve consultation with all relevant stakeholders, NSOs and of World Scouting.
The RGRTF will produce intermediate reports to be presented to the APR Scout Committee for further feedback and for circulation to NSOs.
The WSB/ APR Office serves as the Secretariat to the RGRTF.
