Mission

The mission of Scouting is to contribute to the education of young people, through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.

This is achieved by:

  • involving them throughout their formative years in a non-formal educational process
  • using a specific method that makes each individual the principal agent of his or her development as a self-reliant, supportive, responsible and committed person
  • assisting them to establish a value system based upon spiritual, social and personal principles as expressed in the Promise and Law.

This regional plan for 2009-2012 is the final phase of our long-range plan that spans 12 years since year 2000, divided into four phases: First phase: 2001 – 2004, Second phase: 2004 – 2007, Third phase: 2007 – 2009, Fourth phase: 2009 – 2012. The plan traces its roots from APR Vision 2013 drawn at the third Summit in Melbourne in 2000 where key leaders in the region collectively shared their dream of seeing better Scouting by 2013.

Messengers of Peace

 

 

 

Messengers of Peace is a World Scouting project created to capitalize on the success of the “Gifts for Peace” projects that were run during the centenary year. The Messengers of Peace programme is a 10-year initiative for the 161 member countries of the World Organization of the Scout Movement to involve individual Scouts as well as National Scout Organizations from all WOSM regions in peace-building activities.

Rovers and leaders of Indonesia led a small village of Kukusan, Beji district, Depok, West Java to a healthy lifestyle and clean environment as their peace initiative in the Asia-Pacific under the banner of Messengers of Peace.

A significant element of Scouting is peace, but for many years in Sri Lanka, this has been denied. Sri Lanka Scout Association is seeking to renew this hope by joining the Messengers of Peace project, to help young people overcome the longer effects of conflict, like prejudice, through a post-war integration camp among Singhalese and Tamil Scouts.

18 February 2012 – WOSM Secretary General Luc Panissod visited the Ticket to Life Scout troop during his brief visit to Manila recently.

In Leyte province in southern Philippines, a new troop of street children joined the Ticket to Life, making it the 35th troop to be registered under the project, now having 1,200 members in eight countries across the Asia Pacific Region.

Community Scouting

One of the strategic priorities of APR Plan 2009-2012 identified by the Asia-Pacific Region is “Community.” This strategic priority identifies the importance of extending Scout membership beyond schools, thereby creating a closer relationship with the community and at the same time aiming for membership growth.

Recognising the crucial impact of Scouting on community, the Asia-Pacific Regional Office is supporting all NSOs with following materials that may be helpful in developing Community-Based Scouting available for downloading:

The World Organisation of the Scout Movement/Asia-Pacific Region, in collaboration with the Bharat Scouts & Guides, is inviting Community-Based Coordinators and key leaders from the Asia-Pacific Region to discuss, share experiences, policies and achievements on how Community-Based Scouting is being implemented in their respective scout associations. Full time executives responsible for youth programme activities are also welcome.

Following up on the Community-Based Scouting (CBS) news in Asia-Pacific Region, we are happy to revert to you with an update on what's coming up. We are always interested to see that initiatives and projects you are conducting in your respective NSO on CBS are showing progress and yielding results. All you have to do is visit the Community-Based Scouting Section on APR website for your learning, sharing and looking forward to see your success.

 

APR Foundation

The Asia-Pacific Region of the World Organization of the Scout Movement covers an area of more than 21 million sq km and a population of 1.9 billion. With a total membership of 25 million in 2010, the Asia-Pacific Region has 83% of the World's Scouting population, and still, a large number of young people are to be reached.

The Foundation started with an initial donation of US$10,000.00 from Scouts of China during the APR Scout Committee meeting held at the 19th World Scout Jamboree in Korea in 1991. Total funds reached US$1.78 M as of 31 December 2010. However, there is a great need to increase this amount to be able to provide sustainable support to the development of young people and the community.

APR Youth Fund

The APR Youth Fund provides young people the opportunity to participate and lead Asia-Pacific Regional Youth Forums where they discuss issues that are relevant to them and to the communities which they live in; where they reflect, share and collectively voice out their aspirations in the form of recommendations to the region's policy-making body, which is the APR Scout Conference.
