Participants

People may attend the World Scout Conference as either a Delegate, Observer, or as part of the Accompanying Person's Programme. Here you can find out more information on each level of participation.

Delegates - participate actively in the Conference and have voting rights.

Observers - may attend all sessions in a designated observer area and do not have the right to vote.

Accompanying Persons' Programme - for those who are accompanying a Delegate or Observer and wish to discover Jeju Island and Korean culture. They will not participate in any Conference sessions but will participate in the social events.

DELEGATES AND OBSERVERS

According to the terms of Article VIII (2) of the WOSM Constitution, each Member Organization can designate a maximum of 6 (six) delegates. Only individuals who are members of WOSM can be delegates at the World Scout Conference.

The attention of National Scout Organizations is drawn to Resolution 6/02 adopted by the 2002 Conference in Thessaloniki which “urges each national Scout association to ensure an equitable representation of young men and women under the age of thirty ... in the delegations to Regional and World Conferences...”

Member Organizations can also designate authorised observers to attend the Conference.

PARTICIPATION OF YOUNG ADULTS
Resolutions 15/88, 12/90, 2/93, 7/93, 10/93, 4/96 and 6/02 adopted respectively by the 31st, 32nd, 33rd, 34th and 36th World Conferences encourage Member Organizations to include young adults in their delegations. This is facilitated through:

  • The World Scout Youth Forum taking place just prior to the World Conference
  • An inter-event programme which will be provided to Forum participants during the three days between the two events
  • A special combined "Forum + Conference" fee ranging from Euros 425 to Euros 750 that has been set for young participants below 26 years of age taking part in both events.

ACCOMPANYING PERSONS’ PROGRAMME

The Host Committee is organising a special programme during the Conference for persons accompanying delegates and observers. The programme will give the participants the opportunity to discover Jeju Island and Korean culture, history and traditions. More details are available in the Accompanying Persons’ Programme brochure. The registration fee for this special programme is Euros 300. Please use the Individual Registration form to register people for this special programme.
