2011 has been another momentous year for the World Scout Foundation - with the largest gift ever received, thanks to the confidence shown in Scouting by His Majesty King Abdullah of Saudi Arabia. In our Report this year, you will read of the spectacular launch of the Messengers of Peace Initiative and the World Scout Jamboree - the largest ever - which was held in Sweden.

Over 30 million young people are leading the innovation

Scouting has a universal responsibility worldwide but has an advantage in that it is both global and local. The famous slogan “Think globally, act locally” easily applies to the Scout Movement. World Scouting is active in many areas of global importance

WOSM's Wood Badge Framework

WOSM’s “Wood Badge” framework contributes to offer “Better Scouting” and “More Scouting” through the permanent improvement of quality training for adults involved in the Movement, and by strengthening their sense of unity. The long training’s history confirms the sustainability of both goals. The image of Scouting can also benefit from quality Wood Badge Training, which can be externally recognized, more easily.

APR Specialists Panel

The APR “Specialists Panel” is a team of experts who are prepared to provide services/ support in the areas of Youth Programme, Adults in Scouting, Communication and Marketing, IT, Fundraising experts, Governance and Strategy, Management, Event management, Consulting and need analysis etc. Members of this panel have the competencies, knowledge, skills and experience to provide formal consultancy service to NSOs as well as serve as resource persons in workshops, seminars and forums at NSO, regional level.

Resolutions adopted by the World Scout Conference are important since they inevitably shape the work of both the WSC and the WSB for the period until the next World Scout Conference. One should not forget, however, that these Resolutions represent only a part of the work of the WSC and WSB since they deal with specific topics or themes and fall within a much larger and wider scope of work which stretches beyond the period between two World Conferences.

Crisis – how to respond to the socio-economic challenges

We are very pleased that our Euro.Scout.Doc on Scouting and the Financial and Economic Crisis published in 2009 - inspired our friends at Corpo Nacional de Escutas (CNE) to translate the document into Portuguese. This time the roles are reversed and a document called Crisis published by CNE has been translated into English and French, and is based largely on the original Portuguese text. We are pleased to attach Crisis – how to respond to the socio-economic challenges so that the advice and thinking can be shared more widely.

General Handbook

The Arab Regional Office is pleased to announce that the developed Arab Scout Curricula educational materials for al Scout age sections (Cub Scouts, Scouts, Senior Scouts and Rovers) are now available online. We urge all Scouts and leaders in the Arab Scout Region to start practice their Scout programme through adopting the new curricula during the experimental year 2012, the year of the Arab Scout Region Centenary.

Guidelines for the Rover Scout Section

This is a document with guidelines and ideas for programme developers on how to develop and implement the Rover Scout Programme within the Rover Scout section. Rover Scouting is the learning environment that Scouting offers to those who follow the last part of the "path" leading to the adult life. It's the final stage of Scouting's "educational offer". This document has been developed in the framework of the Strategic priorities “Youth Involvement” and “Adolescents”.

Membership Report 2011

Supporting Growth in Changing Times

This is the first comprehensive Membership Report of the European Scout Region. The purpose of this report is to give NSOs/NSAs an insight into the membership data of the European Scout Region. The report is based on data the European Scout Region has received from individual NSOs, rather than purely WOSM census figures. Where an NSO has not responded to the request for detailed figures, census figures have been used.

13th World Scout Moot Report

Kenya Scouts Association (KSA) hosted the 13th World Scout Moot - the first World Organization of the Scout Movement youth event to be held in Africa - from 27 July to 7 August 2010. It was attended by 1,675 Scouts from 68 countries around the world including participants, contingent staff and members of the International Service Team (IST).

State of the World’s Volunteerism Report 2011

Since the International Year of Volunteers (IYV) in 2001, successive resolutions of the United Nations General Assembly (UNGA) have recognized the significant contributions of volunteerism to economic and social development. As an expression of this convening role, United Nations Volunteers (UNV) considered this an appropriate time to commission a global publication entitled the State of the World’s Volunteerism Report (SWVR). This report offers both information and advocacy for the role and contribution of volunteerism in peace and development which includes achieving the Millennium Development Goals (MDGs).

3rd World Scout Inter-religious Symposium Report

The 3rd World Scout Inter-religious Symposium was organised at Hotel Africana, Kampala (Uganda) from the 21st to 25th October 2009. There were over 80 participants from 30 countries belonging to 12 different faiths and beliefs: namely Baha’i, Buddhist, Anglican, Catholic, Lutheran, Orthodox, Protestant, Hindu, Islam, Jewish, Native African, Sikh and Won-Buddhist.

Membership Growth Guidelines

Membership Growth Guidelines is a tool to develop a membership growth plan, which includes strategies to guide National Scout Organizations through the process of developing strategies that affect them.

Consolidated Financial Statements as at 30 September 2010

The accounting principles and presentation of the financial statements of the World Scout Bureau have been prepared in accordance with the requirements of the Swiss Code of Obligations and the Swiss GAAP RPC/FER. The financial statements have been prepared using historical cost principles and are presented in Swiss francs.

World Scientific Congress

Education and World Scout Movement: Experiences and Challenges

(Last Update 22th February 2012). As a key outcome of the Centenary activities, WOSM launched a global project to build a "knowledge base" for people who engaged in a process of collective learning about Scouting. The first step of this project was the World Scientific Congress. The proceeding is the result of researchers, academics, UN and NGO representatives and of course Scout Leaders' contributions.

Communication Strategy 2011-2012

Africa Region

“Reaching stakeholders, more effectively, with the Scout message” is the focus of the communication strategy for Africa for the year 2011-2012. The principal stakeholders targeted by this strategy are NSOs and Scouts in Africa (Internal) and Partners, the media and the community (external). In the information age, reaching stakeholders depends heavily of the use of information technology – practically speaking; this is mainly about using the Internet. Yet, as highlighted by this strategic document, In Africa, the Internet as channel of communication is still facing a number of hurdles.

39th World Scout Conference Report

The 39th World Scout Conference was held 10-14 January 2011 in Curitiba, Brazil. Hosted by the União dos Escoteiros do Brasil (the Brazilian Scouts Association), it was attended by 918 participants from 138 countries.

Latest release of Hej Jam! We all expected the closing ceremony to be something extraordinary. After a fantastic Jamboree with superb shows throughout, it just had to be! On the night of the 6th August the grand finale began, with the theme ‘Solidarity’ and plenty of rumours about what was to come. Situated at an all new stage with a view from every side, the conditions were set for a fantastic show.

Release of Hej Jam! distributed to the participant on the 6th of August 2011. The Jamboree is not only about activities, Camp in Camp and big events; much more is happening all around the campsite as part of the daily life at the Jamboree. The everyday life is conducted in every Subcamp, and the Towns are summing with life much of the time.

Release of Hej Jam! distributed to the participant on the 3rd of August 2011. Safe from Harm, conference on the issue of child protection, held on the Jamboree site. Quest, People, Global Development Village, Dream, Earth, the Module Activities have names to spark your imagination. Young Correspondents from Switzerland and Brazil had the honour of interviewing a secret member of the Swedish Royal Family.

Release of Hej Jam! distributed to the participant on the 1st of August 2011. Ramadan at the Jamboree, Ramadan is considered the month of Quran and Charity and whoever fasts receives great rewards. During Ramadan, Muslims perform lots of religious rituals, like reading the Quran more often, performing Taraweeh prayers every night of Ramadan after Ishaa prayer (night prayer). Also Muslims increase doing good deeds and paying charity to needy people and pay Zakat (fourth pillar of Islam) as it has double rewards during this month.

New release of Hej Jam! distributed to the participant on the 30th of July 2011. It’s arrivals day and Scouts are joining the Jamboree from all over the world. Some arrived early to help; others had been delayed by weather, lost luggage and transport issues. All seem happy to be at the site and excited about what the next two weeks hold for them.

This is the pre-release of Hej Jam. It has been distributed in 4 000 copies to the ISTs that have arrived on the 26th of July. Welcome to the 22nd World Scout Jamboree in Sweden! For the next two weeks you will be living in an international city of Scouts, gathering more than 39 000 people from around 150 countries.

Them ’n Us - A toolkit on diversity in Scouting

In order to illustrate ethnic diversity, this book includes perspectives on ethnicity, religion, culture, Scout culture and outdoor life. It is an addition to literature already xisting on diversity but excludes issues like sexuality, functional impairment, social diversity and gender equality. This book presents some facts on various cultures and religions. It is good to know facts but nevertheless we advise you not to take these facts for granted. People are different – we are individuals first and foremost.

Constitution and By-Laws of the World Organization of the Scout Movement

Accredited representatives of National Scout Associations, which had adopted and practised the Scout Movement founded by Robert Baden-Powell in 1907, assembled in Paris, France, in July 1922 and established the International Scout Conference for the coordination of the Scout Movement throughout the world, together with an Executive Committee and a Secretariat. The present Constitution, as amended in January 2011, governs the operation of the World Organization of the Scout Movement in a kindred spirit of world cooperation and friendship.
