European Region

Governance

The European Scout Region is strategically managed by the Regional Scout Committee, which is elected by the Regional Scout Conference which is the general assembly and attended by delegations from all 41 member National Scout Organisations in the Region.

Regional Conference
Every three years, the Region organises a Regional Conference to fulfil its constitutional obligations, to report back on the actions taken in the previous years, in particular those undertaken in relation to objectives set in the Regional Scout Plan. The Conference also elects the Regional Scout Committee and facilitates networking and sharing among all 41 National Scout Organisations.

The specific role of the Regional Conference is identified in the Regional Constitution:

  • To further the Scout Movement within the Region by promoting the kindred spirit of cooperation and mutual assistance among Scout organisations within the Region.
  • To foster the idea of European citizenship, based on the consciousness of a common heritage and destiny.
  • To develop cooperation among European youth.
  • To exercise other functions resulting from the Regional Constitution and other laws governing the Region.
  • To ensure the proper implementation of the decisions and policies laid down by the World Organization of the Scout Movement which affect the European Region.

The next European Regional Scout Conference will take place in Norway in 2016. For more information, please visit the event site when available.

Regional Committee
The Regional Committee is made up of six volunteer members, elected for a three-year term.
An appointed volunteer serves as treasurer and the director of the Regional Office is the Committee’s secretary. The Regional Committee meets three times a year. In addition, there are other meetings to support the work of the Region.

The specific role of the European Scout Committee is identified in the Regional Constitution:

  • To exercise such functions as are provided for in the Regional Constitution.
  • To put into effect the resolutions of the Regional Conference and to fulfil any duty that the Conference may assign to it.
  • To act as an advisory body to the World Committee.
  • To act as an advisory body for member organisations in the Region requiring advice and assistance.

Regional Scout Plan
The Regional Scout Plan is the Region’s strategy. It is developed with input from National Scout Organisations and National Scout Associations, which contribute to identifying priority areas of work, as well as relevant activities and objectives for the Region. The Plan is approved by the Regional Conference and implemented by the Regional Committee, with support by working groups, project teams and the Regional Office. The plan is focused on two areas of work:

1) Youth Empowerment
This means to give responsibility to young people at an early stage in life. Already as Cub Scouts, we can give the scouts the opportunity to develop themselves through gradually increased responsibility in the patrol and troop from taking care of the shopping for a hike to ultimately becoming the CEO of a World Scout Jamboree. This mind-¬set of development through trust and trying activities in practice is the culture that should be mainstreamed in all Scouting especially through the key principles:

  • Youth to Youth.
  • Youth leading Youth.
  • Youth supported by adults.
  • Learning by Doing.

2) Diversity & Inclusion
Organisations need to be supported in addressing key challenges of their communities related to migration, diversity and social inclusion. Scouting is inclusive, respecting differences in gender, ethnicity, religion, sexual orientation, disability. Our young and adult volunteers are powerful agents of social change in the world; their support is essential for their engagement in these issues. Adapting their non-formal educational programmes to be able to provide all young people with meaningful opportunities, reaching out to young people from socially excluded and culturally diverse backgrounds will be the main issues that will be tackled by the group.

Core Services, Working Groups and Project Teams
A number of volunteers from National Scout Organisations support the Regional Committee in achieving the objectives set by the Regional Scout Plan.

Our Core Services will continue to underpin the work done in Europe. Where appropriate we intend to work in partnership with others to achieve specific objectives. Importantly, we see our work with the other five regions of WOSM as becoming increasingly meaningful by seeking out opportunities to collaborate together in the fields (Core Services) of:

  • Educational Methods,
  • Organisational Development
  • External Relations and Funding.
