An evaluation of the 38th World Scout Conference 2008, Republic of Korea, has been undertaken. It is based on the data from the registration system and on the participants' feedback.
1. Statistical Analysis
This report has been extracted from the Conference registrations. A record number of 947 delegates and observers were present at the Conference, making it the highest number ever. It may also be noted that 150 National Scout Organizations (NSOs) sent delegates to the Conference, ensuring that 94% of the eligible 160 NSOs were represented.
Although there was no significant improvement in the percentage of women participants (12%) in this Conference, the proportion of participants under the age of 26 (28%), especially amongst delegates, was much higher than earlier Conferences. More than 80% of the participants under the age of 26 at the Conference attended the World Scout Youth Forum, before coming to the Conference. At this point it is important that we recognise the support of Operation Saekdong, organised by the Korea Scout Association, in enabling a good number of young people to attend both events.
A new online (Internet based) registration system was launched for this Conference, which eased the registration process and 44% of the participants were registered thorough this system.

2. Evaluation by Participants
A paper based on the participants' evaluation questionnaire was distributed along with the welcome kit to all participants attending the 38th World Scout Conference. However, only a small number of them (68) returned the completed forms. Hence in an attempt to obtain more responses, the same evaluation form was made available via an online (Internet based) survey platform, following the Conference. As a result a total of 165 responses, including the 97 received online, were collected.
The feedback collected was divided in to five key areas:
This Conference saw a very high level of satisfaction from the participants as 90% of the respondents rated the overall atmosphere of the Conference as 'Excellent' and 'Good'. The hosts, the Korea Scout Association, received many accolades with more than 82% of the respondents rating the venue, transportation, hospitality, meals and accommodation positively.
The variety of working methods used in the Conference, including workshops and interactive opportunities for participants, was highly appreciated. Support provided in terms of documentation, presentations (plenary & workshops) and translations were also rated positively.
A common suggestion made by many respondents was to improve the voting system and to explore possibilities of using an electronic process in the future. There were suggestions to try and allocate more time for discussions and debates before voting on resolutions.
