7th National Conference of Scouts from Moldova

In the period in between 17 and 19 February 2012 in Chisinau took place the 7th National Conference of Scouts from Moldova. The Conference gathered members of the National Council, representatives from each scout group, as well as representatives of the Organizing Committee. As well, at the Conference had been present about 50 scouts from all scout branches, from which 38 delegates with right to vote.

The Conference was opened by a speech coming from the President of the National Council, Vladimir Vlas. Iurie Emilian, Director of the Eurasia Regional Office World Scout Bureau, adressed the Conference with a greeting in scout spirit, close to the souls of all the delegates present at the Conference.

The works of the Conference had been leaded by Gheorghe Mereuta, the General Secretary of NSA Moldova. Reports in front of the Conference had been presented by Vladimir Vlas, the President of the National Council; Doina Postica, International Commisioner; and Maria Bobeica, rover representative.

The second part of the plennary meeting from 17 of February comprehended discussions and debates regarding modifications from the Statute of NSA Moldova. These modifications had the purpose to institute a more efficient managerial structure. Until the Conference, the National Council was formed from persons which, meanwhile had both decisive-legislative, as executive functions. Taking as an example the regional and world scout structures, it was decided the separation of the Executive Bureau from the National Council. So, until the Conference, to the National Council belonged 15 members. After the changes which were made, it will be formed from 7 persons (including the President of the Association). 6 members of the National Council and the President of NSA Moldova are elected by the National Conference. For the beginning, 3 members are elected for a term of 6 years, and the other 3 - for a term of 3 years. At the next conferences, will be elected by 3 members for the vacant places. At the Presidents purposal , the Council appoints the Executive Director, who will form the work team from the Executive Bureau. So, according to the new mofications, there has been a separation of the decional power from the executive one, fact which will ensure a better management of the whole organization.

The day of 18 of February was fully dedicated to the election of the leading bodies of the NSO and the approval of the Strategy and of the strategic priorities for the period 2012-2015.

The election of the leading bodies took place according to the new modifications from the Statute. Initially the President of NSA Moldova was elected. Unanimously, the National Conference voted for Sergiu Chirica to be the President of NSA Moldova. Following, the election of the members of the National Council took place. The delegates voted in a secret way and elected the following componence of the National Council:

For a term of 6 years
1. Liviu Chercheja
2. Vasile Godoroja
3. Nadejda Dobândă

For a term of 3 years
1. Petru Berdos
2. Vitalie Iacubiţchi
3. Gheorghe Mereuţă

As well, the Conference elected the componence of the Auditing Committee. Delegates voted openly, unanimoulsy, for the next candidates:

1. Vasile Ganganu
2. Tatiana Nucă
3. Iurie Rusnac.

Further on, the Conference debated in plenary session and in work groups the items contained in the Project of the Strategy for the triennium 2012-2015. The strategic priorities of the organization involve the following key directions- the efficient management of the organization, the participation of youth, and volunteers in scouting.

In the same day the first meeting of the newly elected National Council took place. At the purposal of the president of NSA Moldova, Sergiu Chirica was confirmed the Executive Director of NSA Moldova- Lucia Cobaleanu. The new Executive Director will father develop consultations in order to purpose to the National Council for approval, the nominal componence of the Executive Bureau.

The 3rd day of the Conference comprehended the discussion and approval of the Action Plan of the organization. All 7 branch commissioners of the Association exposed their planned activities.

The final resolution of the Conference included the approval of the national strategic priorities, approval of the Action Plan, and the approval of the organization of the National Jamboree in 2013.
