Challenges faced by youth and underrepresented communities

Albania, Montenegro and North Macedonia are post-communist countries undergoing major economic and political changes. Youth unemployment is high, and youth participation in decision-making processes is lacking. Governments and institutions should take action, but also by civil society organisations to improve the social and economic situation of remote communities. This is done by increasing employment opportunities and ensuring effective access to health care, education and housing. This is done in close cooperation with the communities concerned.

Opportunities for growth and collaboration

As they continue to attract and grow new members, both Montenegro and North Macedonia's Scout Organizations play an important role in the youth sector. However, these organisations still have significant growth potential, particularly in reaching out to minority communities. To improve their governance resilience and ensure their long-term sustainability, they must diversify their income streams.

Currently, Albania does not have a Scout organization recognised by the World Organization of the Scout Movement. However, the organisation plans to seek official recognition by 2023. This represents a significant step forward in the ongoing collaboration between Scouts, Destination Management Albania, neighbouring Scout organizations, and WOSM. By utilising the Scout Method, they plan to provide young Albanians with high-quality non-formal education, contributing to their personal development and strengthening the wider community.

Strengthening Youth Spaces and Participation for Underrepresented Communities 

Through Strengthening Youth Spaces and Participation for Underrepresented Communities (SYSPUC), the European Scout Region will strengthen the capacities of the participating organisations to implement quality non-formal education activities in underrepresented and underprivileged communities.

Youth can become active citizens by participating in quality non-formal education activities. In addition to developing Scouting and youth civil society in the Western Balkans, we will also encourage governmental authorities and institutions in the region to recognise non-formal education as an important source of civic education for young people.
