Results of the first evaluation on the level of self-sufficiency of National Youth Programme Teams in the Interamerican Region
In July 2012, a questionnaire to assess the level of sustainability of National Youth Programme Teams was sent to the 34 National Scout Organizations (NSOs) in the Interamerican Region. This questionnaire had been reviewed during the sub-regional meetings of the Youth Programme Network in 2012. Responses were received from 12 NSOs: Argentina, Belize, Brazil, Scouts du Canada, Chile, Colombia, Costa Rica, Dominican Republic, Nicaragua, El Salvador, Panama, Peru and Venezuela. The diagnostic tool included 63 indicators, which were grouped into six sections: Structure, Production, Training, External Cooperation, Evaluation and Research and Funding. The highest levels of evaluation (both with 83.3%) were Training and External Cooperation. Meanwhile, those with the lowest levels were Evaluation and Research (31.7%) and Finance (45.8%). The average level of sustainability of NSOs in the Region regarding Youth Programme was 64.9%
The best indicators evaluated by the NSOs showed that, in general, NSOs had an appointed National Youth Programme Committee, trained, active and headed by a national coordinator. It was emphasized that the structure in the area of Youth Programme was flexible and, in compliance with the strategy of the NSOs, the National Youth Programme Team produces material as and when needed and has established strategic alliances and cooperation with other agencies.
On the other hand, the indicators with the lowest percentage of assessment reflect that few NSOs produce local material aimed at parents, representatives, teachers and the community. The survey also revealed that, in general, the NSOs do not have permanent systems for assessing the application, quality and impact of the Youth Programme, or mechanisms for evaluating the impact of their social projects.
The results of this evaluation allowed the Region to design a strategy to increase the level of sustainability of national teams in terms of Youth Programme. The proposed actions considered are:
training in management skills, evaluation of social projects and developing and operating budgets,
generating assessment methodologies of implementation and impact of the Youth Programme
defining an ideal structure in the Youth Programme area and disseminate it to the NSOs to be used as a reference.
identify material aimed at parents and the wider community to be developed by NSOs, but can be shared with other associations,
generate a regional campaign to document and record successful experiences in implementing the Youth Programme,
establish agreements at regional level with international agencies that can be implemented at national level by the NSO.
