European Scout Committee gets down to work
Four weeks after the 19th European Scout Conference, the newly elected European Scout Committee met in Geneva from 8-10 June 2007. All elected Members were in attendance and worked through a substantial agenda. Mario Diaz from the World Scout Committee also participated, as did the Chairman of the European Scout Foundation. The meeting was supported by the Regional Director.
Committee Contact System
Use of the Committee Contact System was agreed, with several enhancements, and countries were allocated.
Mutual Agreements, Annual Appraisals and Annual Reviews
It has been agreed to introduce Mutual Agreements for Members of the European Scout Committee, including the Treasurer. Role Descriptions have existed for some time, but these agreements will consider in a more personalised way, what the European Scout Committee member will be able to honestly give and what particular support will be provided to them.
It was agreed to introduce Annual Appraisals. These will be followed by an Annual Review that will be made available to all NSOs in the European Scout Region. The Annual Review will help to to identify progress in implementing the Regional Scout Plan as well as Resolutions and Recommendations.
It was felt by all that the introduction of these measures was a positive development and would help to ensure that expectations and commitments were balanced.
Regional Scout Plan – Aiming for Excellence : Towards Growth 2007-2010
Members dedicated a considerable amount of time in considering the working methods and framework needed to implement the Regional Scout Plan and worked hard to arrive at a solution that is practical, realistic and simple.
The work will fall into one of three areas:

- Youth Programme
- Adult Resources -
Development and Support
- Organizational Development
- Tailored Support -
Relationships and Funding
- European Policies
- External Funding
Each of the areas will be managed by a small Team, including Members of the Committee plus colleagues from the Office. Teams will also be expected to play a part in ensuring the implementation of Resolutions and Recommendations.
Joint Meeting
The Committee enjoyed an evening of ten-pin bowling with the Europe Committee WAGGGS on Friday evening, before the joint meeting on the Saturday, which again, was very useful. Time was spent looking at the Recommendations from the Joint Conference and identifying possible ways of implementing them.
Closing
The meeting was regarded by all as being very useful with a considerable amount of work being achieved.
