One of the Boys?

Doing Gender in Scouting

This research document is part of the implementation of the policy "Girls and Boys, Women and Men in Scouting" adopted by the World Scout Conference in 1999. It is a pilot study for future educational follow-up of the strategic priority 'Girls and Boys, Women and Men' established in 2002 by the World Scout Conference.

The study presented in this report was conducted by Professor Harriet Bjerrum Nielsen, from the Centre for Women's Studies and Gender Research at the University of Oslo, in collaboration with Scout leaders from different countries who worked as research assistants.

In co-operation with the European Scout Region, WOSM's Educational Methods Group launched, in 2001, this research project on "Gender and Education in Scouting" to ask questions such as:

Does the Movement take the needs and aspirations of both girls and boys into account when designing the educational programmes?
Are adult leaders able to carefully observe and analyse what is really happening in the field?
Are they keen to improve their current practices to ensure that each individual girl and boy is given opportunities to develop her/himself fully?

The research was financed by the Fund for European Scouting. It is the first time that research on this subject has been conducted in cooperation between a University and WOSM. It brings a lot of challenging and interesting information on how leaders are "doing gender" in Scouting.

Professor Bjerrum-Nielsen, who deserves our most sincere and warm thanks for her wonderful work, brings us a series of innovative concepts and tools to understand the challenges of gender education in non-formal education. We hope that this document meets the interest of many programme developers, trainers and leaders and will contribute to increasing awareness of the importance of gender at all levels of the Scout Movement.
