Governance Reform
The World Scout Committee set up a Governance Review Task Force in 2005 to consider changes to the governance of WOSM. The task force has now presented its final report to the World Scout Committee. A copy of that report can be found here.
The World Scout Committee considered the task force report at its meeting in March 2010. It accepted a great number of the recommendations of the task force, decided not to pursue some others, and in some cases opted to make alternative proposals. Details of the World Scout Committee's decisions can be found in Circular 15/2010. Many of the proposals will require consideration by the World Scout Conference, either as resolutions or as amendments to the WOSM Constitution; these will be circulated to all National Scout Organizations as soon as possible.
In drawing up the recommendations contained in its final report, the Governance Review Task Force took into account the feedback from a number of discussion papers that had been circulated earlier to the World Scout Committee and National Scout Organizations. You can download these documents here.
