Mr. David Bull - Chairman of the Governance Review Task Force.
Governance and Management
Geneva, Friday 8 December 2006 - The World Scout Committee has named a new Chairman of the Governance Review Task Force and carried out the first evaluation of the Secretary General.
The World Scout Committee has named Mr. David Bull as the Chairman of the Governance Review Task Force. David was Chairman of the European Region from 1998 to 2001, and is currently the International Commissioner of The Scout Association in the United Kingdom. On Monday, David had the opportunity to meet the Steering Committee of the World Committee, which is composed of Chairman Herman Hui, the Vice-Chairmen Thérèse Bermimgham and Philippe Da Costa, and the Secretary General Eduardo Missoni, to discuss the future work on the governance review. The Governance Review Task Force will next meet at the beginning of February 2007.
It was during their meeting in Geneva on Monday that the members of the Steering Committee conducted the first regular evaluation of the Secretary General. Involving the entire World Scout Committee, this exercise is a realisation of the vision of the Secretary General to implement a means of measuring performances at all levels of the Organization. The World Scout Committee will evaluate its own performance shortly, mid-way through the current triennium.
The evaluation of the Secretary General was a very positive one. The members of the Committee welcomed the improvements made by Eduardo Missoni since his arrival in April 2004, such as the introduction of a new planning process, and recognised his personal competences including diplomatic capacity, global vision, and his competences in management and leadership. Among areas which the Committee would like to see further strengthened are internal communication within WOSM and the focusing of all energies towards the realisation of the Centenary year.
