Accredited representatives of National Scout Associations, which had adopted and practised the Scout Movement founded by Robert Baden-Powell in 1907, assembled in Paris, France, in July 1922 and established the International Scout Conference for the coordination of the Scout Movement throughout the world, together with an Executive Committee and a Secretariat.

The present Constitution, as amended in July 2008, governs the operation of the World Organization of the Scout Movement in a kindred spirit of world cooperation and friendship.

Aged 53, Simon is married and has two daughters. He was a Scout and Venture Scout and has remained very active in Scouting, holding various positions in the Korea Scouts Association (KSA) and APR Sub-Committees. He is a Member of the APR Regional Scout Foundation Management Committee, International Commissioner of KSA and was Chairman of the 38th World Scout Conference and 10th World Scout Youth Forum Host Committee.

Aged 65. Married. Three children. Joined Scouting as a youth. Past National President of Boy Scouts of America (BSA), held various BSA Council and Committee positions. Past Chairman, World Scout Foundation.
