A New World Scout Bureau

It all began with the division of responsibilities between the two departments under the direction of two Deputy Secretary-Generals, Luc Panissod and Dominique Bénard, and with the abolition of the Department of Partnerships, Events, and Global Initiatives.

With the goal of promoting better coordination and synergy, each of the activity sectors is, at present, setting up on one of the three floors of the building at 5 rue Pré-Jérôme where the WSB headquarters have been located since the 1970s.

Luc, who is in charge of General Management, will have his office on the second floor with his team who are responsible for: Administration, Finance, Personnel, Technology and Information, Resource Mobilization, Design, Partnerships, World Events, and Documents and Archiving. Luc is also the contact person for the Africa, Asia-Pacific and Eurasia Offices.

Dominique is preparing the reorganisation of the third floor where he will lead his team in the department of Education, Research and Development which includes, notably, Youth Participation, Programme for Adolescents and Young Adults, Children in Need (Education for All), Recruitment and Formation of Adult Volunteers, 2007 Centenary, and World Events for Young People. Dominique oversees contact with the Arab, Europe, and InterAmerican Offices.

Eduardo remains on the first floor managing the following areas in the Office of the Secretary General: Institutional Support, Constitutional Affairs, Planning, Strategy and Strategic Evaluation, Communication and External Relations.

This restructuring of the World Scout Bureau will, in the weeks to come, continue to pursue a stronger interaction between the Central and Regional Offices in response to the will of the Secretary General: One World Bureau. This will occur notably in conjunction with the streamlining of Regional plans with the Triennial Global Plan 2005/2008, a task to which the Executive Directors will settle down in mid-December. The new World Scout Committee will have its first meeting under the presidency of Mr. Herman Hui from the November 25th to the 27th, meeting initially at the newly organised headquarters.

The Regional Offices

As branches of the World Bureau, the Regional Offices oversee the administration of the six regions, and contribute to the running of the World Strategy in direct relation with National Organizations.
