Scouting for What? Scouting for Whom?

Organising and Running a National Workshop

This booklet is intended as a practical tool for national Scout associations. The first part presents the issues raised at the Oslo Conference. The second part proposes guidelines for the preparation of workshops in national Scout associations, based on the working methods used for the Commissions at that Conference.

The latest phase in the thinking process which led to the adoption of a Mission Statement for Scouting at the 35th World Scout Conference in Durban, 1999, began at the 34th World Scout Conference in Oslo, 1996.

The thinking process started with the work of two commissions at the Oslo Conference. The work of the commissions concerned key issues related to the Movement's mission: Scouting for what? and Scouting for whom?
