Conference Information
The World Scout Committee has decided that the Conference will focus on the Strategy for Scouting as a means to fulfil the Mission of Scouting. The official theme, as chosen by the World Scout Committee at its March 2007 meeting, is “Creating a better world”.
PROGRAMME
Following the adoption of the Mission of Scouting by the World Scout Conference in Durban in July 1999, the Strategy for Scouting was adopted by the World Scout Conference in Thessaloniki in July 2002. This Conference will be the occasion to report on the progress achieved so far in the implementation of the seven Strategic Priorities, and how these were integrated into, and have impacted, the Centenary of Scouting in 2007.
The Conference will also decide how the work on the Strategy and on Governance will be pursued during the next triennium 2008-2011. The purpose is to help NSOs meet the challenges they are facing in the achievement of the Mission, and to determine the specific role of the World Organization (including its Regions) in the process.
Opportunities shall also be given to the Conference to consider the recommendations that the World Scout Committee may put forward as a result of the Governance Review Task Force report.
The Host Committee is preparing several social activities to complement the programme.
WORKING METHODS
World Conference Resolution 12/05 recommends the World Scout Committee "to seek and implement ways of working at the World Scout Conference that are more active, by decreasing the number and length of plenary sessions and focusing these sessions on debates and decisions; and making increased use of workshops and small groups which allow better sharing and working between participants" and also "that the work on the Mission and the Strategy of the Movement be allotted a greater share of time at the Conference, by drastically reducing the number of reports and communications presented".
In response, the World Scout Committee decided to give the World Scout Conference a new look, not only as a constitutional event as referred to in the WOSM Constitution but also as a privileged moment in the life of the Organisation, “giving ownership of the Conference back” to the NSOs as stakeholders.
To this effect, the World Scout Committee has designed a Conference agenda that will aim to:
- give more time to the Regions
- streamline the agenda business items
- create opportunities for participants to share with and learn from each other through interactive methods
- ease the Resolutions process
- look together towards the future.

THE CONFERENCE CENTRE
The Conference will be held at the International Convention Centre Jeju (ICC Jeju) which is located within the Jungmun Resort complex on Jeju Island (40 minutes drive from Jeju International Airport). ICC Jeju has an open view of the Pacific Ocean. It offers vast multi-purpose convention halls for meetings and exhibitions. ICC Jeju is able to provide all the support necessary to hold a conference such as ours.

ACCOMMODATION
Accommodation for participants is being offered in three categories of hotels at reasonable distance from the Conference Centre. There are a good number of rooms available in each category, and the Host Committee has obtained attractive rates. Please refer to the hotel information leaflet for more information.
PLEASE NOTE: A major change when compared to previous Conferences is that participants will have to book their own accommodation by themselves directly with the hotel of their choice.

GETTING TO AND FROM THE CONFERENCE CENTRE
Shuttle buses will be running between the hotels and the Conference Centre. There will be three dedicated shuttle bus routes: one for the Jungmun Resort area, one for Travellers Hotel Jeju, and the last one for Seogwipo KAL and New Kyungnam Tourist Hotel, all travelling directly to the ICC Jeju. All Conference hotels will be serviced by one of these three routes.
GETTING TO JEJU ISLAND
Participants flying to Jeju Island through Seoul will be assisted with the transfer between the Seoul Incheon International Airport (IATA code "ICN") and Seoul Gimpo International Airport (GMP) from where most of the flights for Jeju International Airport (CJU) depart. The transfers organised by the Korea Scout Association will be provided free of charge 3 days before the Conference (11-13 July) and 3 days after (18-20 July).
There are over 120 daily domestic flights from 13 routes and 4 flights from each of the 7 international routes (Tokyo, Nagoya, Osaka, Fukuoka, Beijing, Shanghai and Taipei) that fly to/from Jeju Island. Seoul to Jeju Island is about 1 hour flying time.
Whether flying to Jeju Island directly or through Seoul, participants will be welcomed by the Host Committee upon arrival at Jeju International Airport and will be transferred by bus to the Conference hotels. Please note that depending on their citizenship, participants may not be able to enter Korea directly via Jeju Island but must first enter through Seoul. ICC Jeju is about 40 minutes drive from Jeju International Airport.

Credit cards are widely accepted throughout the Republic of Korea. There are cash machines all around Jeju Island.
Voltage
In Korea, 220 volt outlets are most common.
Mobile Phone
Mobile phones are unlikely to work in Korea since the networks in Korea are CDMA not GSM as in other parts of the world. Devices operating on 3G technology at 2100 MHz (UMTS/WCDMA/HSDPA phones) roam Korea.

Internet
Wireless Internet will be available inside the ICC Jeju in some areas. There will be an Internet café.
Weather
In July, it will be summer in Korea. Jeju is in the subtropics and the weather is likely to be warm and humid. The usual air temperature at that time of year is between 26° C and 33° C.
What to Bring?
- A Scout uniform should be worn as often as possible, as this is a Scout event, and it helps to promote Scouting in Korea.
- On the Thursday participants will be outside all day. They will be travelling around the island. Therefore participants should bring sun cream, sun glasses, a hat, and perhaps a light long-sleeved shirt for protection from the sun. Comfortable shoes should be worn for walking.
- As the general environment is a seaside resort, smart attire (e.g. jacket and tie for men) is optional for all Conference events.
