SRI LANKA
  Scout Centres in Sri Lanka                           

Over the years, Sri Lanka Scouts have preserved their Scout camps in thickly wooded areas around the country. Regional Director Abdullah Rasheed made a round to these camps during a working visit to Sri Lanka last April. One remarkable camp is the National Training Centre in Mirigama that sits on a tropical forest, well maintained, with cabins around the site that house Cub woodbadge courses.  In the city of Kandy, the Lake View Park International Scout Centre overlooks the city and its famous lake.  Inaugurated in 1984, the centre occupies a portion of Dharmarajah College premises with cabins and session halls used for Scout training. Another well-known camp is Pedro Scout Camp in Nuwara Eliya, a 3-hour drive from Kandy, surrounded by abundant wild life, with simple and elegant log houses and session halls. The camp, recently renovated, hosted the 100th training course last year.

 

INDIA   The Bharat Scouts and Guides’ Vision for 2013

The Bharat Scouts and Guides, in its endeavour to direct a brighter future for Scouting and Guiding, gathered 62 key leaders from all over India for a strategic planning workshop on 2-6 April at the national headquarters in New Delhi. The workshop was organized with the technical expertise from the World Scout Bureau. For the participants, the workshop was a breakthrough into re-determining the core values of the organization and a realistic assessment of its challenges. Their openness paved the way for a more practical foresight into the future. When the workshop ended, participants collectively envisioned with a statement that, in 2013, the Bharat Scouts and Guides will continue to be the largest youth organisation in the country that is self reliant, value based, quality oriented, well managed and offers an innovative and challenging program based on the needs of young people.  A strategic plan was drafted with six priority areas to make the vision a reality. 

 

PHILIPPINES • Staff Management Conference                        

Executives of the Asia-Pacific Regional office held their annual Staff Management Conference for 2003 on 16-17 April in Makati City with the presence of WOSM Deputy Secretary General Luc Panissod.  Substantive discussions were made on 2002 achievements and lessons learned, the world strategy and realignment with APR Vision 2013, progress of regional objectives and action steps for 2001-2004, review of situation of national Scout organizations, evaluation of the impact of major regional and national events and preparation of the 2003-2004 budget. A day was devoted to administrative matters including an IT master plan for the APR office and proposed field activities for 2003-2004.  Luc Panissod oriented the accounting staff on the present accounting system using a new analytical format. The regional director summarized the 2002 performance with focus on management controls, effective communications, action planning and improving performance, organizational change, motivational aspects, impact rather than input, partnerships, membership and quality Scouting.

 

 

JAPAN  1st Asia Pacific Scout Photo Contest                                    

The APR Public Relations Sub-Committee and the Asia-Pacific Office, in cooperation with  the Scout Association of Japan (SAJ) are proud to announce the results of the first regional photo contest!  Judging was made in Tokyo by a committee chaired by world famous photographer Mr Takeyoshi Tanuma, who is himself a Scout and President of Japan Photographers' Association. He has published many photograph collections of the world’s children.  The adjudged winning entries were submitted by Muhammad Rasyid of Gerakan Pramuka/Indonesia (Gold Prize), Gi Chul Ha of Korea Scout Association (Silver Prize), 1st Berriman Scout Group, Scouts Australia (Silver Prize), Dharmendra Kumar Gautam of Bharat Scouts & Guides/India (Bronze Prize), Morris Jan Van Voornuveld of Scouting New Zealand (Bronze Prize), Minoru Ueda of Japan (Bronze Prize). Posters will be produced to feature the winning photos. 

 

The photo contest is an initiative of the Asia-Pacific Regional Public Relations Committee and SAJ.  Its aim is to contribute to the visibility of Scouting within the community by collecting excellent pictures of Scouts in action, showing the positive aspects of Scouting, and to improve the Scouts’ technical skills in photography. This is an annual feature and will be held every year with financial support from SAJ for 5 years.

 

EGYPT  Participation in the International Seminar for National Age Section Commissioners, Cairo, Egypt

 

The international seminar successfully gathered 43 participants from 26 countries at the Cairo International Scout Centre on 1-7 April 2003, of which five participants were from RO China, India, Indonesia, Maldives and the APR office. The seminar was organized to provide an avenue where commissioners of the age section are able to share and discuss on how to implement the Scout Method in different age sections based on the needs and characteristics of young people of various stages of development.  The seminar was organized by the Arab Scout Region, under the leadership of Regional Director Fawzi Farghali, in cooperation with the Programme Service of the World Scout Bureau.  Mr Dominique Bernard, Director of Youth Programme, was one of the resource persons.  The host also provided educational tours to the great Pyramids of Giza, the Egyptian Museum and the Pharaoh-nic Village.

Korea   Postponement of Asia-Pacific PR-ICT-Marketing Workshop

As the region is hit by the SARS epidemic, the regional PR-ICT-Marketing workshop originally set for May 2003 is postponed for 4-9 November this year. While it may be considered a time for “respite”, it is also a time for re-thinking and reflection.  The Korea workshop will deal with growth of Scouting from the perspectives of Public Relations, ICT, and Marketing.  Participants are encouraged to give a thought on the situation of Scouting today where the concept of growth is more expansive since the adoption of WOSM’s strategies, particularly the priority on Reaching Out – Breaking Down the Barriers working with all segments of society. This priority suggests that it is necessary to look beyond Scouting in schools, economic classes, mainstream population, religion and traditional activities.

 

philippines   Postponement of Workshop on Rovering                       

Despite the good feedback for participation in the Workshop on Rovering originally scheduled for June in the Philippines, it is likewise reluctantly regretted to have it postponed for 1-5 December 2003. Details will be announced as soon as new arrangements are confirmed.

 

RO China   Postponement of Regional Scout Committee Meeting

Originally slated for 28-29 June 2003, the Regional Scout Committee meeting is postponed to a later date and place to be determined by the Committee.

 

JAPAN   Official Visit and General Annual Assembly                                

On the  occasion of the Scout Association of Japan’s (SAJ) General Assembly on 16-19 May, Regional Director Abdullah Rasheed will discuss with SAJ leadership preparations for future international events that SAJ plans to undertake and to talk about issues for joint collaboration of future Scout activities in the region.

 

KOREA   Official Visit                                                                                         

From Japan, RD Rasheed will pay a brief visit to Korea Scout Association to discuss in detail the 24th APR Scout Jamboree in Korea, IT programmes, and future activities where both KSA and the region will be involved.

BRUNEI

 Preparations for the 2004 Regional Scout Conference                

Persekutuan Pengakap Negara Brunei Darussalam (PPNBD) is well progressing in its preparations for the 21st APR Scout Conference in December 2004. Committees are formed and co-ordinators are appointed to carry out the various requirements of the conference as well as the two ancillary events – APR Course for Leader Trainers and APR Youth Forum.  Next preparatory meeting is scheduled on 12-13 June 2003 in Bandar Seri Begawan.

 

  National Strategic Planning Workshop                                              

Immediately after the conference preparatory meeting in Bandar Seri Begawan, PPNBD will organize a National Strategic Planning Workshop on 15-19 June with the technical support from APR office. Over 40 key Scout leaders of PPNBD are expected to contribute to this planning exercise.

   

  CALT                                                                                                   

Still in Brunei, a Course for Assistant Leader Trainers is scheduled on 16-22 June.  Participants include potential ALTs from Brunei, Indonesia, Malaysia, Philippines and Hong Kong.

 

MALAYSIA     National AIS Seminar                                                              

Persekutuan Pengakap Malaysia is organizing a National AIS Seminar on 22-28 June 2003 in Kuala Lumpur in collaboration with Asia Pacific office. A total of 30 to 40 national level leaders are expected to participate.

 

SOUTH PACIFIC     Official Visit                                                                                

Mr Abdullah Rasheed, after his taking over the position as Regional Director, will make his first visit in June to the South Pacific, in particular to Scouts Australia and Fiji Scouts Association. He will meet with key leaders on organizational issues and regional co-operation.

PAKISTAN    APR Management Course for Scout Executives                          

Pakistan Boy Scouts Association (PBSA) is hosting the 44th APR Basic Management Course for Professional Scout Executives at the Pakistan Scout Cadet College at the PBSA national Scout Centre in Jungle Mungal, from 20 July to 4 August 2003. It is expected to accommodate 30 to 40 Scout executives from Pakistan and neighbouring countries. For details, please refer to circular No. 5 at www.apr.scout.or.jp under circulars.

  Ideas for celebrating 100 Years of Scouting                                             

 

Be prepared to celebrate Scouting’s 100th year! Asia-Pacific office issued a circular inviting proposals for regional events, also announcing some projects and activities that will take place at world level, i.e. Gifts for Peace, World 2007 Activities, 21st World Scout Jamboree in UK and Join-In programmes.
