PHILIPPINES • Hosting the Asia Pacific Regional (APR)
Scout Leaders Summit in 2006
Boy Scouts of the Philippines, in coordination with the
Asia Pacific office, will jointly organize the 5th Scout Leaders
Summit on 18-21 May 2006 in Tagaytay City, in an elevated resort within 90
minutes drive from Manila. The
Summit is a gathering of key leaders of National Scout Organizations (NSOs) in
the region held every two years with the purpose of setting the goals and
direction of Scouting in the region. Next year’s Summit is a
commemorative gathering of the region’s 50 years. Operations of the Asia
Pacific office, then called the Far East Region, started at the Boy Scouts of
the Philippines national office in May 1956.
BANGLADESH • Hosting the APR Gathering of National Training Commissioners
(NTCs) and APR Workshop on Training System Development
Bangladesh Scouts generously offered to host two events in
April 2006. NTC gathering will
take place on 8-9 April to be followed by the workshop on 10-13 April. Both
events will be held at the Mouchak National Training Centre. Invitation is
extended to those involved in adult resources management. Workshop participants will be updated
on the newly developed APR training package using the learner-centered modular
system of training. Details are in

MALDIVES • Hosting the International Seminar on Youth Programme
Development – Rover Section
World Scout Bureau will organize the workshop on 17-21 April 2006
in Maldives. Invitation is for Scout Leaders – volunteers and
professionals – who are developing the Rover Section programme. Members
of training teams involved in the Rover Section are also welcome. The seminar
aims to introduce the new Rover Programme and to experiment on the content of
the new training course syllabus designed for Rover adult leaders. Refer to circular no. 23 at www.scout.org/asiapacific for

INDONESIA • Community Development Camp (COMDECA)
Gerakan Pramuka’s COMDECA in Nanggroe Aceh Darussalam has
entered the final phase in rehabilitating tsunami-affected areas with the
assessment of projects at the COMDECA.
After 20 days of continuous work at the COMDECA, Scouts in Indonesia
report that as of early September, the following projects are being undertaken:
Construction of Clean Water project: 50%
Training for Clean Water Management
project: attended by 200 persons
Fish Shelter/Auction project: 75%
Green Zone project: 1000 young trees

Aquaculture pond rehabilitation project:
90%
Play Ground project: 30%
Mangrove rehabilitation project: 75%
Trauma healing project: attended by 100
persons
Library: training for librarian,
attended by 50 persons
The Tsunami Scout Aid Fund sponsored a total of 31 Scout projects
in Indonesia. The COMDECA officially closed on 14 September.
SRI LANKA • Scout Leaders training
A new batch of 51 Scout leaders from Sri Lanka and
Maldives completed the Course for Assistant Leader Trainers organized by the
Asia Pacific office on 4-10 September 2005 in Bandarawela, Sri Lanka. National
Training Commissioner Mr Nihal deMel, Course Leader Shantha Madurawe, Mr
Thevarajan of Sri Lanka and Mr Mohamed Ibrahim of Maldives were in the training
team. Thian Hiong-Boon of APR office and Mr Golam Sattar, former director of
APR office, coordinated the course.
ASIA PACIFIC REGION
• APR Golden Anniversary Badge available
The woven APR anniversary badge is now available for bulk order by
National Scout Organizations from the Asia Pacific office. Order forms have
been sent to NSOs via circular no. 21.
Badges will be put on sale at the forthcoming 25th APR Scout
Jamboree in Sattahip, Thailand.
ASIA PACIFIC REGION • Participation
of young people at the World Youth Forum and World Scout Conference in Tunisia
A sizable delegation of young people from the Asia Pacific Region
attended the world events in Hammamet, Tunisia on 29 August – 1 September
for the youth forum and on 5-9 September for the conference. A total of 140 young people comprised the 93
delegates and 47 observers from National Scout Organizations from the six
Scouting regions, out of which, 31 were from the Asia-Pacific Region
particularly from Australia, Bangladesh, Scouts of China, Hong Kong, Japan,
Korea, Nepal, New Zealand, Singapore and Thailand. The Youth Forum elected
advisors to the World Scout Committee from Côte d'Ivoire, Tunisia,
Australia, Finland, Ireland and Mexico. Rodney Abson of Australia was elected
chairman.
On
5 September, APR young adult member Edward Cook reported to the Regional Scout
Committee and heads of delegations the outcome of the youth forum highlighting
the active involvement of young people from the region. They discussed
and exchanged views on the challenges for young global citizens in relation to
the UN’s Millennium Development Goals, the challenges in young

Participation
at the World Scout Conference
Member countries from the region,
in particular Australia, Hong Kong, Japan and Singapore demonstrated their
enthusiasm to take active roles in world Scouting with their bids to host the
World Scout Jamboree and the World Scout Conference both in 2011. In addition,
four prominent Scout leaders stood for World Scout Committee (WSC)
membership. As events turned out,
the conference voted for Sweden to host the World Scout Jamboree and for Brazil
to host the World Scout Conference.
For the WSC, the conference voted in favor of candidates from Ireland (Ms Thérèse Bermingham), Spain (Mr Mario Diaz
Martinez), Lebanon (Mr Georges El Ghorayeb), USA (Mr Steve Fossett), South
Africa (Mr Nkwenkwe Nkomo), and Italy (Mr Gualtiero Zanolini).
Mr Herman Hui of Hong
Kong was chosen as new Chairman of the WSC for 2005 to 2008. Mr Hui has served
the Asia Pacific Regional Committee as chairman. Continuing their term at the
WSC for the remaining 3 years are Mr Mohd. Habibul Alam (Bangladesh), Mr
Philippe Da Costa (France), Mr John Gemmill (Canada), Mr Herman Hui (Hong Kong),
Ms Ana Elisa Piubello (Argentina), Mr Mohamed Ben Ali Triki (Tunisia), and Mr
Gualtiero Zanolini (Italy).
Considering the spirit
of the world conference debates and the resolutions passed, Regional Scout
Committee chairman Eric Khoo has invited the Regional Scout Committee and key
leaders of the region for a meeting on the 1st of October in
Bangkok. This is a forum for reflection on the conference outcomes and to
brainstorm on the future of National Scout Organizations in the region. A good number of key leaders have
confirmed their attendance.
Asia
Pacific Scout Leaders meeting
On
5th September, over 50 Scout leaders comprising of Regional Scout
Committee members, sub-committee members, heads of delegations, youth
participants and Asia Pacific Region executives met at Belisaire Hotel for a
briefing on the World Scout Conference.
The
meeting reinforced the invitation for the active participation of NSOs in the
15 major activities to celebrate the Golden Jubilee of Asia Pacific Scouting in
2006 as a prelude to the centenary of World Scouting in 2007. Invitation to the
25th Asia Pacific Regional Scout Jamboree this coming December was
highlighted, which targets a total participation of 15,000 young people.
At
the second part of the Regional meeting, the Committee formed the APR Award
Committee, the Development Team of Emerging National Scout Organizations and
the APR Foundation Investment Team.

The
Regional Scout Committee filled up vacancies in the sub-committees. Zahid
Mahboob of Pakistan was appointed member of the Programme Sub-Committee and
Mohammed Ibrahim of Maldives to the Adult Resources Sub-Committee.
Sub-Committee meetings
Scouting
Profile Sub Committee.
Several sub-committee members attended the pre-conference workshop on
“Creating a Better Image” prior to their meeting on 5th
September morning. At the meeting, the sub-committee reviewed the 2006-2007
anniversary activities and finalized the two workshops in 2006 related to
marketing and communications.
2006-2007
Task Force. With several activities line-up for 2006 and 2007, smaller
teams affirmed their commitment to work with the APR office in taking up
various activities to celebrate the Scouting anniversaries.
Management
Sub Committee. A number of issues were discussed including the
development of a risk management policy, guideline on membership registration,
organization of the Scout Leaders Summit and the organization of Events
Management Workshop.
Youth
activities with mainland China. Representatives from the World Scout
Committee, World Scout Bureau, the Scout Association of Hong Kong, the General
Association of the Scouts of China, and the Scout Association of Macau met on
the 7th of September in Hammamet for a discussion on strengthening
existing ties between Scouts in Hong Kong and Macau with young people in China.
It was decided that the friendly youth exchanges will continue and encouraged
invitations to the youth of China to various international Scouting events.
ATAS. The
group of Asia Pacific Top Achiever Scouts met on 8th September to
firm up the projects of ATAS and its more active involvement in regional
endeavors. They discussed on the membership status, website, and involvement in
youth programme.
Gifts
for Peace
NSOs in the region have declared their Gifts for Peace
projects for 2007 in time for the World Scout Conference. Participating countries are Australia,
Bangladesh, Bhutan, Hong Kong, India, Indonesia,
Japan, Malaysia, New Zealand, Pakistan, Mongolia and Thailand.
Bronze Wolf
Two Scout leaders from the Asia Pacific Region – Anthony
Thng (Singapore) and Saiful Islam Khan (Bangladesh) received the Bronze Wolf at
the world conference. The Bronze Wolf, the only award of the World Scout
Committee, was also presented to Mohamed Afilal (Morocco), Richard Burdick
(USA), Christos Lygeros (Greece), Yapo Leonard Offoumou (Côte d'Ivoire),
Jack Sinclair (Canada), Costas Tsantilis (Greece), and Gerald Voros (USA).
Board of Directors Meeting
World Scout Bureau Board of Directors comprised of the Secretary
General, Deputy Secretary Generals and the Regional Directors met on 2
September in Hammamet. At the meeting, they discussed the practical
arrangements of the conference, the conference agenda and the WSB Budget for
2005-2006. A triennial plan was
presented consolidating the 3-year plan of the central office and the six
regional offices which will be the main focus of the next BoD meeting in
December.

THAILAND • APR LEADERS MEET IN THAILAND
A general review of the progress of
the upcoming Asia Pacific Jamboree will take place on 1st October in
Bangkok between the Host Organizing Committee and the Asia Pacific team.
Highlights of discussion are on programme, budget, souvenir items,
“Operation Sawasdee Had Yao”, infrastructure, public relations,
international relations, finance, fundraising and sponsorship and human
resources/IST.
APR executives will closely work
with department heads of the Jamboree starting this October: S Prassanna with administration
department and general protocol, Syd Castillo with Jamboree Programme, Luz
Taray with Jamboree newspaper and media, and Thian Hiong-Boon with human
resources including IST.
REGIONAL OFFICE • APR Staff Development
The yearly staff development programme of Asia
Pacific office is set for 8-9 October at the outskirts of Metro Manila. Workshop
theme is The power of Purposeful Leadership to be conducted by an
external resource person. Objectives of the workshop is to discover greater
meaning and fulfillment in work, to overcome personal blocks to achieve deeper
character, to clarify personal mission and vision, and to make a better impact
as a leader. All 14 staff members
are attending this workshop.
REGION • APR Website
Starting this October, APR website uses the URL: www.scout.org/asiapacific to
replace URL www.apr.scout.or.jp. The Scout Association of Japan
continues to host the APR website, a facility provided to the region since the
APR website was launched in 1996.
NEPAL • Course for Assistant Leader Trainers
Nepal Scouts will organize the course for
Assistant Leader Trainers on 18 -24 October at the Kakani Training Centre. An international training team has been
invited from Bangladesh, Japan, India and Hong Kong. More than 35 Scout Leaders
will participate.
PHILIPPINES • 4th National
Rover Moot
In the Philippines, the National Rover Moot is
held every two years. The fourth
one will be held on 22-29 October 2005 in Agusan del Norte in southern
Philippines. Rover teams will work
on community development projects in various immersion sites, apart from
in-camp activities. All
contingents from all corners of the country will be self-sustaining units.

JAPAN • First preparatory meeting for 2007
Regional Scout Conference
Arrangements are being made for 13-15 November 2005 for the first
meeting of the 22nd APR Scout Conference to be held in Japan in October 2007.
This preliminary meeting will set up the structure of the conference organizing
committee, sub-committees and ancillary events.
MONGOLIA •
Course for Assistant Leader Trainers
Preparations are underway for the course for Scout Leaders in
Mongolia on 12-18 November. Full
support will be provided by the Asia Pacific office with an international
training team expected from Japan, India and Hong Kong.
