Trends in volunteering

When we analyse the trends and the changes in the world and in society, we can define those which affect us as an organisation and as individuals. To improve our position in society, we have to look at what effect Scouting has, both as a movement and as a method of non-formal education.

This document provides an overview of the global trends and societal tendencies that affect Scouting at the European level. Designed to help all national Scout associations and organisations in Europe to understand the changes in society that affect Scouting, it will help you consider these changes and define your strategy for the future. It includes some ideas on how to deal with these tendencies and to stay ‘in touch’; it is up to you whether or not you use them.

Training Systems Toolkit

For some time, we in the WOSM - European Region were aware of the need to produce a tool that will help to all those who work on designing or renewing Training Systems in national Scout associations.

After almost two years of work, which included several working sessions, exchange of experiences, research for theory and good practices from 17 countries and many drafts, the Adult Resources Core Group has produced this material which we hope can be implemented in your circumstances.

Action for Growth Report

After more than one year of work, the “Action for Growth” report was launched at the European Scout Conference two weeks ago in Slovenia.
Now this version is available as a PDF-file here on the Internet.

This report is a tool, not a position paper. So work with it, don’t re-work it.
You can download the entire document at the start, but later you should only read the sections that are relevant for you. It is not a novel, nor academic literature. It is a working document.

The Gender Toolkit

The aim of this toolbox is to help National Scout Organisations to evaluate
their youth programme from the viewpoint of gender balance.

The content of this toolbox is directed to the people who are responsible for the youth
programme at national level. For further description of gender balance,
please read the fact sheet “Gender Balance”.

The scope of this toolbox is the evaluation, from a gender perspective, of the
existing youth programme. Evaluating the programme development process
is not considered here. Instead the outcome of the gender balance evaluation
can be seen as input to further programme development.

Quality in Youth Programme Design

Quality is a crucial issue for any advanced and developed organisation, concerning its products, its resources, it structure and its processes.

Also for Scouting quality is a crucial issue, more so because we are an educational movement aiming to contribute to the education of young people, through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.
With such an important and relevant commitment, Scouting must aim to have excellence in every aspect of its mission, pursuit and daily work.

The Rover Commissioners' Resource Kit

RoCoReKi is primarily intended for Rover Commissioners and other
leaders involved at national level in designing/reviewing the programme
for the last age section. Whether you have years of experience, or are very
new to the job, you should fi nd interesting and helpful information in this
resource kit.

Beyond Barriers Tool Kit

Toolkit to assist Associations in providing Guiding and Scouting for young people with special needs.
At the end of the “Beyond Barriers” seminar the participants felt that they lacked ways of supporting leaders, who work with members with disabilities. To address this issue, participants gave a recommendation to the Europe Region WAGGGS and European Scout Region to initiate a one-year project in 2003 in order to find good practice and to produce training material to be used in all National Member Organisations.

This project would support leaders who work with members with disabilities; support National Member Organisations with their current educational programme; and encourage the ones without a policy to begin to think about this subject. Finally, it would encourage international co-operation and cultural exchange.

Child Protection Tool Kit

A toolkit developed by Europe Region WAGGGS and the European Scout Region on the topic of Child Protection. This toolkit aims at assisting NSOs and MOs to develop a policy for child protection and gives practical information as well as sample forms.

Guidelines on Partnership

Guidelines on developing and maintaining partnerships in Guiding and Scouting produced by the Europe Region WAGGGS and the European Scout Region. Different forms of partnership are an actively used method in Guiding and Scouting Associations around Europe.

These Guidelines approach partnerships from a very broad perspective. They offer ideas for partnerships between Guide and/or Scout Organizations and other external organizations at different levels, from local to international. Above all, the Guidelines provide practical tips on how to initiate, maintain and follow through a partnership.

How To Use Research to Enhance Guiding and Scouting

This tool kit aims to offer limited scientific background of research for two reasons. First of all, knowing the terminology enables Member Organizations to:

1. understand better the various pieces of research available
2. identify the information they need, as most of the terms offered can be used as key search words
3. go deeper behind the outcomes and follow the research done by external researchers.

Secondly, the scientific framework enlarges the possibilities for research and can benefit national associations as a source for ideas and tools. Theories and hypotheses can be easily transformed into stepping stones for the Association.

All Different, All Equal - Diversity toolkit

The WAGGGS and WOSM European Regions have released a Diversity Toolkit

The information and training resources in this toolkit can be used and adapted by all levels of the movement.

National Board members may find the Diversity Checklist useful for reviewing the organizational structure and policies of the Association. The templates and practical approaches provided in the toolkit may be helpful in planning initiatives to introduce Guiding and Scouting to new and unexplored areas of your community.

The activities, resource materials will be useful to trainers and leaders on the grassroots level of Guide and Scout associations in their day-to day work. Some of the sample training templates might also help intercultural teams and recruitment teams in creating workshops and inspiring new ideas in their work.

Finally, the toolkit could also serve as a useful reference when preparing international camps, workshops or other intercultural events.
