A Summit for young leaders from Africa and Europe

From 26 to 28 November, youth leaders from African and European Youth Organisations met in Tripoli, Libya, to advise the Heads of States of the African Union and the European Union. Over a period of three days they worked together and produced a declaration which sends strong political messages, identifies demands – and also displays the commitment from the Youth Organisations present.

As a global organisation, WOSM played an active role as a steering group member, to ensure the realisation of this, the Second Summit. Both the European and the African Regions were represented during the Summit in Libya. WOSM also provided input during a round-table entitled “How can youth organisations contribute to Africa-Europe cooperation”, presenting how and what Scouting is achieving regarding such cooperation

The result of the Summit, the Tripoli declaration, was adopted after long hours of discussions among the young leaders, and presented to the Heads of States from Europe and Africa on Tuesday 30 November by the president of the European Youth Forum, the Secretary General of the Pan African Youth Union and the Secretary General of the National Organisation of Libyan Youth.

Action-oriented outcome document

The 1st Africa-Europe Youth Summit took place in Lisbon, Portugal in 2007 – and the Steering Group for the Tripoli Summit had decided to stick to the same political priorities but to aim for a more action oriented outcome document from the 2010 Summit.

Amongst highlights is the commitment from the organisations to educate 1,000,000 youth in Africa and Europe on HIV prevention by 2015 and the commitment to train leaders in Youth Organisations to counteract the stigma encountered by young people living with HIV.

However, the organisations expect the same kind of commitment from Governments, including support to youth exchange programmes allowing 100,000 young Africans and 100,000 young Europeans to participate, seed-funding for pilot projects and investment in entrepreneur and youth friendly environments.

Strong institutional presence

 

The event had strong support from various institutions in Africa and Europe, including the African Union Commission, the European Commission, Belgium as the presidency of the EU, the African Union ECOSOC, the Council of Europe Statutory Bodies and the North- South Centre. The event was kindly hosted by the National Organisation of Libyan Youth, a member organisation of the Pan-African Youth Union.

The participants were selected from among the Member Organisations of the European Youth Forum and the Pan-African Youth Union, from ICMYO organisations active in Africa and the Advisory Council on Youth of the Council of Europe.
