It is a pleasure to announce the WOSM membership of Kazakhstan's National Scout Organization, 'the Organization of the Scout Movement of Kazakhstan (OSMK)', as from 16 January 2008.

A warm welcome into the World Scouting family is extended to all the youth and adult members of OSMK, and it is with great pride that we look forward to their participation at the World Scout Youth Forum and World Scout Conference in Korea in July.

ВВЕДЕНИЕ

Это первая публикация в серии, разработанной, чтобы помочь национальным скаутским ассоциациям сделать свои молодежные программы актуальными, захватывающими и привлекательными для молодежи, отвечающими их потребностям и ожиданиям в том обществе, где они живут, оставаясь при этом верными основам Скаутского движения. Эту цель можно достичь многими путями:

• В большинстве случаев национальная скаутская ассоциация достигает этого посредством непрерывного процесса адаптации и модернизации аспектов существующей молодежной программы, когда возникает такая необходимость.
• Однако время от времени, скажем каждые 5-10 лет, ассоциации необходимо проводить полный систематический пересмотр и переработку всей молодежной программы.
• А иногда, например когда национальная скаутская ассоциация начинает свою деятельность в стране, где движения до этого не существовало или оно бездействовало несколько лет, а сейчас переживает свое возрождение, необходимо с самого начала разработать совершенно новую программу.

This book explains the necessity of organizations to be created in the Scout Movement and why their functioning is essential to the survival of Scouting. The complexity,of the development of our contemporary world requires structuring of multi-function activities. All the above refers also to Scouting.

The author thinks that the most important element in the activities of organizations is the process of their efficient management. In order to give readers a better understanding of this concept the author considers in this book, by historical examples, types of the most effective organizations.

A special attention is given to the issues related to the integration within Scouting of such system processes as a movement and an organization. The basis of integration is a voluntary acceptance by the participants of the Scout Movement of organizational principles aimed exclusively at the development of the Movement.
