Principal responsibilities:

Administration

  • Provide administrative control of all offices of the region – Geneva, Brussels and Belgrade including
  • Manage the administration of all aspects of the employment of staff including work permits, local salary comparisons, local legislation, inflation, social security systems. Partners in this will be the WSB-Central Office, Partena in Brussels, Diakonie Hochfranken in Germany and the relevant government department in Belgrade.
  • To ensure a safe and secure office environment is maintained with repairs and replacement to equipment real estate as required and agreed.
  • To maintain contact with suppliers including effective insurance policies are in place for all offices and, where appropriate for staff and volunteers.
  • To establish clear and cohesive administrative and financial procedures in line with the Internal Control System of the WSB.

Finances

  • Control all aspects of accounting in the region, verifying invoices, making payments, preparing ebanking transactions, constructing and reporting on budgets and to prepare for and facilitate the year-end audit. This is undertaken using the WSB accounting system and procedures.
  • Ensure optimum management of investments and cash, and to ensure effective cash flow to the Brussels and Belgrade offices.
  • Establish and report on the budgets for the Fund for European Scouting, the Ordinary Account and the ASBL and to report regularly to colleagues and the European Scout Committee and annually to the Trustees of the Fund for European Scouting.

European Scout Foundation

  • Prepare documentation for Foundation meetings, update the webpage, prepare advice on investments and to support the work of the Chairman, Board and Executive Committee.

Support to National Scout Organisations

  • With others, develop and implement the Regional Scout Plan.
  • Administer the operation of the Partnerships for Development and Growth Fund including periodic and random audits of projects.
  • As requested, provide administrative and accounting support and traning to NSOs in times of need or in extremis.
  • Provide logistical and accounting information and support to regional events and to regional funding applications.
