يعتبرالسعى والعمل على التحفيز ورفع قدرة الشباب على التوظيف الموضوع الأساسى والرئيسى للإنطلاق العالمى لأول تقرير للمنظمة الكشفية العالمية .فهناك الملايين من الشباب الذين يعانون من البطالة وعدم توفر فرص التدريب الكافيين وكذا التنمية والتطور غير المتكافئين.
